Teamsters alleges that United Metro Energy paid its union drivers less than prevailing wages for government work and hired nonunionized subcontractors to do some publicly funded labor. The company has collected millions of dollars in city money over the years to deliver oil, including $20 million last year. The Comptroller’s office is opening an investigation.
