Earlier this month, the DOL issued a memo proclaiming that workers who perform testing, adjusting and balancing (TAB) work on HVAC systems are entitled to prevailing wages if they meet other requirements under the Davis-Bacon Act. This guidance reverses prior DOL interpretations.
